sorry DK but you're wrong .
it's a open circuit antenna and those three elements angled downward are ground elements . just because ground elements are hot doesn't mean they aren't ground elements . the ground elements on a maco/workman 50 , penetrator , i10k etc are hot and they are also ground elements . this is also true on the star-duster type antenna , which the merlin is very similar too except it is hindered by shortening the vertical with a coil and a big top-hat .
