    Dead Key

"Hello" everyone. Just had a quick question for all you experts out there. Assuming, the SWR checks out
great on a certain radio. Should it then, dead key at 4 Watts on the analog Sig/Rec meter on the radio?
I checked, the relative power and it read 3 Watts and a tad below on some channels.
I checked the SWR, and it was 1.1 on channel 1 and 20. And 1.2 on channel 40.
Is this bad? Or is something wrong with it? It is new, and had it about a year in its original box. I just
thought I would try it and see how it worked. I had a friend, get on his base radio 1.2 miles away. And he said it sounded good. But, that wasn't much of a test.

My question is: Why doesn't it dead key at 4 Watts?

The factory doesn't always set them to dead key at 4 watts to be on the safe side of complying with FCC Regs. Most of my mobile radios come thru under 4 watts.
