Not receiving/transmitting?

Hey all. I recently installed a very basic setup on my truck (President Andy II with 4' Firestik II). Initially, I couldn't get the SWR below 2.2 on all channels, but was receiving and transmitting. I made some changes with the antenna location, and now have SWR at 1.2. However, all I have is static on all channels and failed radio checks for the last several days. Also, the weather channels are really choppy, which wasn't the case before. I'm in an area where plenty of people use CB radios, so I don't think that I'm simply not picking up a signal.

Is there a way to test and confirm my setup is working correctly without having another CB available? Any help would be appreciated!
